I think people may be intimidated by a person holding a sign with big letters. Adding a camera may complicate the willingness of some admit their need for a hug. I wonder if there's more success in just acting like a regular person offering a hug to someone who looks like they might be having a difficult day.
I appreciate that you're doing this though because the world needs to treat each other as if this day was the last one for all of us. In the scope of size compared with the universe - we can be closer than we have been for centuries.
